٢ - تطلب إلى الدول أن تتخذ تدابير انفرادية وثنائية وإقليمية ومتعددة اﻷطراف تسهم في كفالة تطبيق أوجه التقدم العلمي والتكنولوجي في إطار اﻷمن الدولي ونزع السلاح وسائر المجالات ذات الصلة، دون اﻹضرار بالبيئة أو المساس بمساهمتها الفعالة في تحقيق التنمية المستدامة؛
