(a) " The safety framework for nuclear power sources in outer space: current and planned applications, and challenges " , by the representative of France, which addressed the topic of international responsibility and liability in the specific case of the International Thermonuclear Experimental Reactor (ITER) International Fusion Energy Organization (also presented in A/AC.105/C.1/L.318);

ICRP has published a number of documents in the past decade that are potentially relevant to nuclear power sources in outer space. The most notable is ICRP-60, which provided the 1990 Recommendations, addressed potential exposure situations, introduced the concept of " constraint " , and differentiated between " practices " and " interventions " .
50- وقد نشرت اللجنة الدولية للوقاية من الإشعاعات عددا من الوثائق في العقد الماضي يمكن أن تكون ذات صلة بمصادر القدرة النووية في الفضاء الخارجي، أبرزها المنشور رقم 60 للجنة (ICRP-60) الذي تضمّن توصيات اللجنة لعام 1995 وتناول الحالات التي يمكن أن يحدث فيها التعرض واستحدث مفهوم " القيد " وفرّق بين " الممارسات " و " التدخلات " .

Those delegations were also of the view that Governments bore international responsibility for national activities involving the use of NPS in outer space conducted by governmental and non-governmental organizations and that such activities must be beneficial and not detrimental to humanity.
