Article 4 of the Convention provides that nothing in the Convention entitles a State party to undertake in the territory of another State party the exercise of jurisdiction and performance of functions reserved exclusively for the authorities of the other State by its domestic law.
وتنص المادة 4 من هذه الاتفاقيــــة على أن ليس في هــــذه الاتفاقية ما يبيح لدولة طرف أن تقوم في إقليم دولة أخرى بممارسة الولاية القضائية وأداء الوظائف التي يناط أداؤها حصرا بسلطات تلك الدولة الأخرى بمقتضى قانونها الداخلي.

7. A State Party shall not undertake in the territory of another State the exercise of jurisdiction and performance of functions that are exclusively reserved for the authorities of that other State by its domestic law.
٧ - لا يجوز ﻷي دولة طرف أن تقوم في اقليم دولة أخرى بممارسة الولاية القضائية وأداء الوظائف التي يناط أداؤها حصرا بسلطات تلك الدولة اﻷخرى بموجب قانونها الداخلي . البروتوكولات
