In 2009, the Special Rapporteur on the adverse effects of the movement and dumping of toxic and dangerous products and wastes on the enjoyment of human rights recommended that the Government and relevant State actors harmonize and strengthen existing legislation on the Prevention of Marine Pollution and environmental management in order to ensure more rigorous inspection.

The other type of agreement would include the Convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter (London Convention 1972), adopted under the auspices of the International Maritime Organization (IMO), the agreements under the World Trade Organization (WTO), the regulations or acts under OECD and the Harmonized System of the World Customs Organization (WCO).

With regard to the issue of sub-seabed sequestration, amendments to include CO2 sequestration in sub-seabed geological formation in annex I to the 1996 London Protocol to the Convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter were adopted in November 2006 and entered into force on 10 February 2007.

207. The Commission expresses its satisfaction at the November 1993 decision at IMO by the Contracting Parties to the Convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter (London Convention, 1972) to convert the voluntary moratorium on ocean dumping of all radioactive wastes into a binding prohibition.
٢٠٧ - وتعرب اللجنة عن ارتياحها للمقرر الذي اتخذ في تشرين الثاني/نوفمبر ١٩٩٣ في المنظمة البحرية الدولية من جانب اﻷطراف المتعاقدة في الاتفاقية المتعلقة بمنع التلوث البحري الناجم عن إغراق النفايات ومواد اخرى )اتفاقية لندن، ١٩٧٢( المتعلق بتحويل الوقف الطوعي لطرح جميع النفايات المشعة في المحيطات إلى حظر ملزم.
