URNG did not agree to resume negotiations until 20 October, arguing that the Government was not meeting its commitments under the Comprehensive Agreement on Human Rights.
ولم توافق URNG على استئناف المفاوضات حتى ٢٠ تشرين اﻷول/أكتوبر، محتجة بأن الحكومة لا تفي بالتزاماتها بموجب الاتفاق الشامل بشأن حقوق اﻹنسان.

8. In conclusion, I must reiterate that it is incumbent upon the parties to comply fully with their commitments under the Comprehensive Agreement on Human Rights and with human rights aspects of the Agreement on Identity and Rights of Indigenous Peoples, which they have requested the United Nations to verify.
٨ - وفي الختام، أجد أن لزاما عليﱠ أن أكرر أن الطرفين ملزمان بالامتثال التام لالتزاماتهما بموجب الاتفاق الشامل بشأن حقوق اﻹنسان وجوانب حقوق اﻹنسان الواردة في اتفاق هوية وحقوق السكان اﻷصليين، وهي الالتزامات التي طلبا إلى اﻷمم المتحدة التحقق منها.

4. Calls upon the Government of Guatemala and the Unidad Revolucionaria Nacional Guatemalteca to take effective action to implement the recommendations contained in the third and fourth reports of the Director of the Mission and to comply fully with their commitments under the Comprehensive Agreement on Human Rights and with human rights aspects of the Agreement on Identity and Rights of Indigenous Peoples;
٤ - تطلب إلى حكومة غواتيمالا والاتحاد الثوري الوطني الغواتيمالي اتخاذ إجراءات فعالة لتنفيذ التوصيات الواردة في التقريرين الثالث والرابع لمدير البعثة والامتثال التام لالتزاماتهما بموجب الاتفاق الشامل بشأن حقوق اﻹنسان وبالجوانب المتصلة بحقوق اﻹنسان من الاتفاق المتعلق بهوية وحقوق السكان اﻷصليين؛

Taking note of the recommendations addressed to the Government of Guatemala and the Unidad Revolucionaria Nacional Guatemalteca contained in that report, regarding the implementation of their commitments under the Comprehensive Agreement on Human Rights, A/48/928-S/1994/448, annex I.
وإذ تحيط علما بالتوصيات الموجهة الى حكومة غواتيمالا والاتحاد الثوري الوطني الغواتيمالي، والواردة في ذلك التقرير، بشأن تنفيذ التزاماتهما بموجب الاتفاق الشامل بشأن حقوق اﻹنسان)٣(،

(e) Called upon the Government of Guatemala and URNG to implement the recommendations contained in the first (A/49/856 and Corr.1, annex) and second reports of the Director of the Mission and to comply fully with their commitments under the Comprehensive Agreement on Human Rights.
