However, the secretariat could not communicate the proposal as requested due to the requirement set out in Article 21, paragraph 3, of the Protocol, that the text of any proposed annex or amendment to an annex shall be communicated to Parties by the secretariat at least six months before the meeting at which it is proposed for adoption.
إلا أن الأمانة لم تتمكن من إحالة الاقتراح حسبما طُلب وذلك بالنظر إلى الاشتراط الذي تنص عليه الفقرة 3 من المادة 21 والذي يقتضي أن تبلّغ الأمانة الأطراف بنص أي مرفق مقترحٍ أو أي تعديل يقترح إدخاله على مرفقٍ وذلك قبل ستة أشهر على الأقل من موعد عقد الاجتماع الذي يُقترح فيه اعتماده.
