16. The situation being experienced by the Democratic Republic of the Congo has aggravated problems relating to governance and posed the following major challenges:
١٦ - أدت اﻷوضاع التي تمر بها جمهورية الكونغو الديمقراطية إلى تفاقم إشكالية شؤون الحكم وأوجدت التحديات التالية التي يتعين مواجهتها:

Vice-President Kagame reaffirmed Rwanda's commitment to the Lusaka Peace Agreement, saying aspects of it addressed both Rwanda's security concerns and the wider internal problems of the Democratic Republic of the Congo.
وأكد كاغامي، نائب الرئيس، من جديد التزام رواندا باتفاق لوساكا للسلام، حيث قال إن جوانب الاتفاق تعالج الشواغل اﻷمنية لدى رواندا وكذلك المشاكل الداخلية اﻷوسع مدى التي تمر بها جمهورية الكونغو الديمقراطية.

In the eyes of many, it now appears that the major stake in this war is the control and exploitation of the mineral wealth with which the Democratic Republic of the Congo overflows.

Regarding the recommendation made by the Democratic Republic of the Congo on the elaboration of national legislation for the protection and assistance of internally displaced persons, it thanked the Congo for the information provided in this regard and commended the country for the role played in the area of human rights and the efforts made to bring their commission into line with the Paris Principles.
وفيما يخص التوصية التي تقدمت بها جمهورية الكونغو الديمقراطية بشأن وضع تشريع وطني لحماية ومساعدة الأشخاص المشردين داخلياً، شكرت جمهورية الكونغو الديمقراطية الكونغو على المعلومات المقدمة في هذا الصدد، وأشادت بدوره في مجال حقوق الإنسان وبالجهود المبذولة لجعل اللجنة متماشية مع مبادئ باريس.

The Court essentially found that the international instruments invoked by the Democratic Republic of the Congo could not be relied on, as either Rwanda was not a party to them, or had made reservations to them, or other preconditions for seizing of the Court had not been satisfied.
