On 6 June, the United Nations Security Council encouraged India and Pakistan to “participate, in a positive spirit” in negotiations for an FMCT on the basis of the agreed mandate, with a view to reaching “early agreement”.

٢- وقد اعتمدت اللجنة التنفيذية لبرنامج المفوضية أثناء انعقاد دورتها اﻷخيرة في تشرين اﻷول/أكتوبر ٧٩٩١ استنتاجاً بشأن اﻷطفال والمراهقين اللاجئين دعا " الدول إلى المشاركة بصورة بناءة في المفاوضات المتعلقة بوضع بروتوكول اختياري لاتفاقية حقوق الطفل بشأن إشراك اﻷطفال في المنازعات المسلحة بهدف التوصل إلى اتفاق مبكر حول النص " .
