I have the honour to transmit herewith a communiqué from the Ministry of Foreign Affairs of the Bolivarian Republic of Venezuela, making a pronouncement on the current status of the request for the extradition of terrorist Luís Clemente Posada Carriles, who, as is common knowledge, is presently in the United States of America (see annex).
يشرفني أن أحيل طيا بلاغا صادرا عن وزارة الخارجية لجمهورية فنزويلا البوليفارية يتضمن بيانا بشأن الوضع الراهن الذي بلغه طلب تسليم الإرهابي لويس كليمينتي بوسادا كارّيلس الموجود حاليا، كما هو معلوم، في الولايات المتحدة الأمريكية (انظر المرفق).

The basic information provided during the visit proved inadequate; with regard to the bombings of tourist facilities in Havana, there are contradictions between the judicial investigation in Cuba, the evidence presented and the statements by the parties charged as perpetrators of the crimes, and the denials by Posada Carriles of involvement in the bombings, although he offers no evidence to counter the statements made against him.
فقد ثبت أن المعلومات الأساسية المقدمة خلال الزيارة غير كافية؛ ففيما يتصل بعمليات تفجير المنشآت السياحية في هافانا، توجد تناقضات بين التحقيق القضائي في كوبا، والأدلة المقدمة وبيانات الأطراف التي وجهت إليها التهمة بوصفها مرتكبة الجرائم، ونفي بوسادا كارّيلس المتكرر تورطه في التفجيرات، رغم أنه لا يقدم أدلة تفند البيانات التي أُدلي بها ضده.
