A violation of article 21 was also found in case No. 1866/2009 (Chebotareva v. Russian Federation), regarding the refusal of the city authorities to grant the author permission to conduct a public event to mark the anniversary of the murder of Anna Politkovskaya and to protest against political repression in the country.
وخلصت اللجنة أيضاً إلى وجود انتهاك للمادة 21 في القضية رقم 1866/2009 (تشيبوتاريفا ضد الاتحاد الروسي)، المتعلقة برفض سلطات المدينة منح صاحبة البلاغ إذن تنظيم حدث عام لإحياء الذكرى السنوية لاغتيال أنّا بوليتكوفسكايا والاحتجاج على القمع السياسي في البلد.

17. In 2008, the Special Representative of the Secretary-General on the Situation of Human Rights Defenders called on the Government to proceed with thorough impartial investigations of the killing of the journalist Anna Politkovskaya (A/HRC/7/28/Add.1, para. 1723).

42- وفي عام 2008، ناشدت الممثلة الخاصة للأمين العام المعنية بحالة المدافعين عن حقوق الإنسان الحكومة أن تشرع في إجراء تحقيقات شاملة ونزيهة في جريمة قتل الصحفية أنّا بوليتكوفسكايا وفي حالات تهديد واعتداء أخرى تعرض لها صحفيون(89).

The Committee expresses its concern that, to date, no one has been convicted of ordering the killings of journalist Ms. Anna Politkovskaya, in 2006, and human rights advocate Ms. Natalia Estemirova, in 2009, and that no one has been held accountable for the alleged beating of Ms. Sapiyat Magomedova by police in Dagestan in 2009 (arts. 2, 11, 13 and 16).
وتعرب اللجنة عن قلقها لأنه لم يُدَن حتى الآن أي شخص فيما يتعلق بإصدار الأوامر بقتل الصحفية أنا بوليتكوفسكايا في عام 2006 والمدافعة عن حقوق الإنسان، السيدة ناتاليا إستيميروفا، في عام 2009، ولم يخضع أي شخص للمساءلة فيما يتعلق باعتداء الشرطة المزعوم بالضرب على السيدة سابييات ماغوميدوفا في داغستان في عام 2009 (المواد 2 و11 و13 و16).
