I would like also to recognize the presence among us today of the Secretary-General of the Conference on Disarmament, Mr. Vladimir Petrovsky.

I also want to extend the greetings of the European Union to the SecretaryGeneral of the Conference, Mr. Petrovsky, even in his temporary absence, and a warm welcome to our new Deputy SecretaryGeneral of the Conference on Disarmament, Mr. RománMorey.

I should now like to invite the SecretaryGeneral of the Conference and Personal Representative of the SecretaryGeneral of the United Nations, Mr. Vladimir Petrovsky, to read to us a message addressed to the Conference by Mr. Kofi Annan.

I would also like to express my gratitude to Mr. Petrovsky, Mr. Bensmail and Mr. Zaleski for their wise counsel, as well as to the interpreters and to the members of the secretariat for their competence and their willingness to help.
