It is the view of the Secretary-General of UNCTAD that it is premature to pursue consultations with Governments on the future course of action on an international code of conduct prior to the in-depth consideration of issues being undertaken in the framework of the Ad Hoc Working Group on Interrelationship between Investment and Technology Transfer.

Consequently, the Committee on Transfer of Technology was suspended and a new Ad Hoc Working Group on the Interrelationship between Investment and Technology Transfer was created, which completed its work in March 1994.

It was also to have five ad hoc working groups (to be established for two years but with the possibility of extension) on investment and financial flows, trade efficiency, comparative experiences with privatization, expansion of trading opportunities for developing countries, and the interrelationship between investment and technology transfers.
