This work was carried out pursuant to the July 1997 programme of work agreed between the Executive Chairman and the Deputy Prime Minister of Iraq.

The Governing Bodies also recalled that the relations between the CEO and the Representative of the Secretary-General and the staff were not for the Board to discuss and decide if the staff unions should be allowed to speak during the Board sessions, this would change the established governance mechanism of the Fund.
وأشارت المجالس الإدارية أيضًا إلى أن العلاقات بين الرئيس التنفيذي وممثلة الأمين العام والموظفين ليست موضوعًا يناقشه المجلس ليقرر ما إذا كان ينبغي السماح لاتحادات الموظفين بالتحدّث أثناء دورات الهيئة، لأن من شأن ذلك أن يغيّر الآلية الإدارية المتبعة في الصندوق.

5. During the working group meetings and the discussions between the Executive Chairman and the head of the Iraqi delegation, it was explained by the Commission that the implementation of the plans would be carried out in three stages.

1. In July 1993, discussions in Baghdad between the Executive Chairman of the Special Commission and the Deputy Prime Minister of Iraq initiated a breakthrough in the relations between Iraq and the Special Commission, both in the political and in the technical areas.
١ - في تموز/يولية ١٩٩٣، توصلت المحادثات في بغداد بين الرئيس التنفيذي للجنة الخاصة ونائب رئيس وزراء العراق الى تحقيق تقدم كبير في العلاقات بين العراق واللجنة الخاصة في المجالين السياسي والتقني.

0400 - Following several rounds of discussions by telephone between the Executive Chairman and the Deputy Prime Minister of Iraq, agreement is reached that 13 inspectors would enter the building at 6.30, and that if necessary the Chief Inspector could immediately call for additional unlimited numbers of experts to support the full exploitation of the site.
الساعة ٠٠/٠٤ - في أعقاب عدة جولات من المناقشات عن طريق الهاتف بين الرئيس التنفيذي ونائب رئيس وزراء العراق، يجري التوصل إلى اتفاق حول دخول ١٣ مفتشا إلى المبنى في الساعة ٣٠/٦٠، وعند الحاجة باستطاعة رئيس المفتشين أن يدعو فورا أعدادا إضافية غير محدودة من الخبراء لدعم الاستغلال الكامل للموقع.

All these activities are in conformity with the joint programme of action agreed upon on 22 June 1996 between the Executive Chairman and the Deputy Prime Minister of Iraq, where unilateral undeclared destruction, the provision of documents and the concealment measures, as well as the attainment of a material balance in each weapons area, were defined as priority tasks.
وقد دارت كافة هذه اﻷنشطة وفقا لبرنامج العمل المشترك، المتفق عليه في ٢٢ حزيران/يونيه ٦٩٩١ بين الرئيس التنفيذي ونائب رئيس وزراء العراق، وقد نص على أن " المهام الجديرة باﻷولوية تتضمن التدمير من طرف واحد دون إعلان، وتوفير الوثائق، وتدابير اﻹخفاء، فضلا عن بلوغ توازن مادي في كل مجال من مجالات اﻷسلحة " .

19. Despite the Chief Inspector's offer to apply the modalities for the inspection of sensitive sites in order to proceed with the inspections and telephone calls between the Executive Chairman and the Deputy Prime Minister to resolve the issue, the inspection teams were not permitted to proceed.
١٩ - ورغم عرض كبير المفتشين تطبيق طرائق تفتيش المواقع الحساسة للمضي قدما نحو إجراء عمليات التفتيش ورغم المكالمات الهاتفية المتبادلة بين الرئيس التنفيذي ونائب رئيس الوزراء لحل المسألة، لم يُسمح ﻷفرقة التفتيش بالمضي قدما.

In accordance with the provisions of resolution 1284 (1999), the Commission and IAEA, through an exchange of letters between the Executive Chairman and the Director General, reconstituted the Joint Unit at the headquarters of the Commission in New York and continued the revision and updating of the lists of items to which the export/import monitoring mechanism applies.

Furthermore, the Committee noted that the progress on the Fund's initiatives was facilitated by the excellent communication between the CEO and the former and current Representatives of the Secretary-General, their personal commitment to work together for the success of the Fund, and the dedication of the staff members of the Fund to achieving the critical mandate of the Pension Fund.
