[4. Promote actions leading to the mobilization and channelling of financial resources to all levels
]٤ - النهوض باﻹجراءات التي تؤدي إلى تعبئة وتوجيه الموارد المالية على كافة المستويات

(a) Promote actions leading to the mobilization and channelling of financial resources to all levels in accordance with the provisions of the Convention by:
)أ( النهوض باﻹجراءات التي تؤدي إلى تعبئة وتوجيه الموارد المالية على كافة المستويات وفقا ﻷحكام الاتفاقية، وذلك بالقيام بما يلي:

1. As per article 21.4 of the Convention, " in order to increase the effectiveness and efficiency of existing financial mechanisms, a Global Mechanisms (GM) is to be established to promote actions leading to the mobilization and channelling of substantial financial resources.... "
١- يرد في الفقرة ١٢-٤ من الاتفاقية أنه " بغية زيادة فعالية وكفاءة اﻵليات المالية القائمة، تنشأ بموجب هذا " آلية عالمية " للنهوض بالاجراءات التي تؤدي إلى تعبئة وتوجيه موارد مالية كبيرة ... "

(v) Pursuant to article 21, paragraph 4, of the Convention, the basic objective of the GM is to “increase the effectiveness and efficiency of existing financial mechanisms.” To do this, it will generally “promote actions leading to the mobilization and channelling of substantial financial resources” through existing mechanisms.

4. In order to increase the effectiveness and efficiency of existing financial mechanisms, a Global Mechanism to promote actions leading to the mobilization and channelling of substantial financial resources, including for the transfer of technology, on a grant basis, and/or on concessional or other terms, to affected developing country Parties, is hereby established.

4. In order to increase the effectiveness and efficiency of existing financial mechanisms, a Global Mechanism to promote actions leading to the mobilization and channelling of substantial financial resources, including for the transfer of technology, on a grant basis, and/or on concessional or other terms, to affected developing country Parties, is hereby established.

In order to increase the effectiveness and efficiency of existing financial mechanisms, a Global Mechanism to promote actions leading to the mobilization and channelling of substantial financial resources, including for the transfer of technology, on a grant basis, and/or on concessional or other terms, to affected developing country Parties, is hereby established.

9. Accordingly, decision 24/COP.1 defined the functions of the GM, reiterating the GM's mission to promote actions leading to the mobilization and channelling of substantial financial resources in order to increase the efficiency and effectiveness of existing financial mechanisms.

The most important role for the GM is therefore that of promoting actions leading to the mobilization and channelling of substantial financial resources, including for the transfer of technology, on a grant basis, and/or on concessional or other terms, to affected developing country Parties (Article 21.4).

13. By Article 21 (4) the Convention established a Global Mechanism in order to increase the effectiveness and efficiency of existing financial mechanisms, and towards this end to promote actions leading to the mobilization and channelling of substantial financial resources, including for the transfer of technology, on a grant basis, and/or on concessional or other terms, to affected developing country.

In order to increase the effectiveness and efficiency of existing financial mechanisms, a Global Mechanism (GM) was established under the Convention to promote actions leading to the mobilization and channelling of substantial financial resources to affected developing country Parties (Article 21, paragraph 4).
