The finalization, after two years of discussions, of the paper on the distribution of competences between Tbilisi and Sukhumi was a significant step forward.

In keeping with his mandate, the High Commissioner for Human Rights sent a mission, from 19 to 27 February 1996, to Tbilisi and Sukhumi.

6. Meanwhile, the Georgian side continued to express its eagerness to commence negotiations on the critical issue of Abkhazia's future status on the basis of the document on the distribution of competences between Tbilisi and Sukhumi currently being worked out by my Special Representative.

She also considered that the document entitled " Basic Principles for the Distribution of Competences between Tbilisi and Sukhumi " was a good starting point and said that the following meeting of the Group of Friends for Georgia, foreseen for the spring of 2005 at Geneva, would be very important as a means to move out of the current status quo.
ورأت كذلك أن الوثيقة التي تحمل عنوان: " المبادئ الأساسية لتوزيع الاختصاصات بين تبيليسي وسوخومي " نقطة انطلاق جيدة وقالت إن الاجتماع التالي لمجموعة أصدقاء جورجيا، المتوقع عقده في ربيع سنة 2005 في جنيف، سيكون مهما جدا كوسيلـة للخروج من " الوضع الراهن " .

Mr. Kälin held discussions in Tbilisi and Sukhumi with the Georgian Government and the de facto Abkhaz authorities on ways to enhance the protection of human rights of displaced persons, in particular returnees to former places of residence in the zone of conflict.
