It was deplorable that the Army -- a coalition of former militia groups which lacked training, were poorly paid, often undisciplined and prone to violence -- enjoyed the support of the United Nations Organization Mission in the Democratic Republic of Congo (MONUC). That raised questions regarding the measures taken by the mission to ensure that it was not implicated in the crimes committed by its partners.
