With regard to unforeseen and extraordinary expenses, commitments in the amount of $1.4 million had been entered into, pursuant to General Assembly resolution 62/239, of which $1.2 million had been certified by the Secretary-General as relating to the maintenance of peace and security and $200,000 had been certified by the President of the International Court of Justice.

With regard to the significant increase in unforeseen and extraordinary expenses, it was to be hoped that all the commitments detailed in paragraph 10 of the Secretary-General's report had been duly certified by the Secretary-General as relating to the maintenance of peace and security; that was not always clear from the information provided.
24 - وانتقلت إلى الزيادة الكبيرة في النفقات غير المتوقعة والاستثنائية، فأعربت عن الأمل بأن يكون الأمين العام قد وثّق على النحو الواجب جميع الالتزامات الواردة بالتفصيل في الفقرة 10 من تقريره، لأنها تتعلق بصون السلام والأمن؛ فذلك لا يتضح دائما من المعلومات المتاحة.

5. Under paragraph 1 (a) of the General Assembly resolutions on unforeseen and extraordinary expenditures (the most recent one is resolution 64/246), the Secretary-General is authorized to enter into commitments, without the prior concurrence of the Advisory Committee, of up to $8 million per year for activities certified by him as relating to the maintenance of peace and security.
5 - بموجب الفقرة 1 (أ) من قرارات الجمعية العامة المتعلقة بالنفقات غير المنظورة والاستثنائية (وآخرها القرار 64/246)، يؤذن للأمين العام بالدخول في التـزامات، دون الحصول على الموافقة المسبقة للجنة الاستشارية، لمبلغ لا يتجاوز 8 ملايين دولار في السنة من أجل أنشطة يشهد أنها تتعلق بصون السلام والأمن.

10. Concerning the $6.9 million approved under the authority of the Secretary-General, the Advisory Committee recalls that pursuant to General Assembly resolution 68/249, the Secretary-General has the authority to enter into commitments not exceeding a total of $8 million in any one year on matters he certifies as relating to the maintenance of peace and security (para. 1(a)).
١٠ - وفيما يتعلق بمبلغ 6.9 ملايين دولار المعتمد بموجب السلطة الممنوحة للأمين العام، تشير اللجنة الاستشارية إلى أنه عملا بقرار الجمعية العامة 68/249، يتمتع الأمين العام بسلطة الدخول في التزامات لا يتجاوز مجموعها 8 ملايين دولار في أي سنة واحدة بشأن مسائل يشهد أنها تتعلق بصون السلام والأمن (الفقرة 1(أ)).
