١ - يتعين أن يكون القضاة أشخاصا على خلق رفيع، وأن تتوافر فيهم صفتا التجرد والنزاهة، وأن يكونوا حائزين للمؤهلات التي تجعلها بلدانهم شرطا للتعيين في أرفع المناصب القضائية.

In that connection, may I bring to the Assembly's attention article 12 of the Statute of the International Criminal Tribunal for Rwanda, as amended, which stipulates that permanent judges of the Tribunal shall be persons of high moral character, impartiality and integrity who possess the qualifications required in their respective countries for appointment to the highest judicial offices.
واسمحوا لي في هذا الصدد أن ألفت انتباه الجمعية إلى المادة 12 من النظام الأساسي للمحكمة الجنائية الدولية لرواندا بالصيغة المعدلة حيث تنص على أن يكون القضاة الدائمون بالمحكمة أشخاصا على خلق رفيع وأن تتوافر فيهم صفتا التجرد والنزاهة وأن يكونوا حائزين على المؤهلات التي تجعلها بلدانهم شرطا للتعيين في أرفع المناصب القضائية.

In that connection, may I bring to the Assembly's attention the provision of article 12, paragraph 1, of the Statute of the International Tribunal for Rwanda, which stipulates that judges of the Tribunal shall be persons of high moral character, impartiality and integrity who possess the qualifications required in their respective countries for appointment to the highest judicial offices.
وفي ذلك الصدد، هل لي أن أسترعي انتباه الجمعية العامة إلى الحكم الوارد في الفقرة ١ من المادة ١٢ من النظام اﻷساسي للمحكمة الدولية لرواندا، الذي ينص على أن قضاة المحكمة يتعين أن يكونوا أشخاصا على خلق رفيع، وأن تتوافر فيهم صفتا التجرد والنزاهة، وأن يكونوا حائزين للمؤهلات التي تجعلها بلدانهم شرطا للتعيين في أرفع المناصب القضائية.

But let us not forget that the most important criterion for the election is stated in accordance with article 12 of the Statute of the International Tribunal for Rwanda as it was adopted by Security Council resolution 955 (1994): " The judges shall be persons of high moral character, impartiality and integrity. "
ولكن يجب ألا يغيب عن البال أن أهم معيار للانتخابات هو، حسبما تنص عليه المادة 12 من النظام الأساسي للمحكمة الدولية لرواندا الذي اعتمد بقرار مجلس الأمن 955 (1994): " يتعين أن يكون القضاة أشخاصا على خلق رفيع، وأن تتوافر فيهم صفتا التجرد والنـزاهة " .
