While the Committee notes that the Minister's power is a discretionary one, in the particular circumstances of the author's case, which falls under the exclusion clause of article 1 F of the 1951 Refugee Convention, it cannot be excluded that the exercise of this prerogative could in principle provide the author with an effective remedy.
