٣٢- يتخذ الهدف رقم ١، وهو: " ضمان عدم قيام الممارسات التجارية التقييدية بعرقلة أو إبطال تحقيق الفوائد التي يفترض أن تنشأ عن تحرير الحواجز التعريفية وغير التعريفية التي تؤثر في التجارة العالمية، لا سيما ما يؤثر منها في تجارة البلدان النامية وتنميتها " . حجماً جديداً اﻵن بعد استكمال جولة أوروغواي.

Ensuring that " restrictive business practices do not impede or negate the benefits that should arise from the liberalization of tariff and non-tariff barriers affecting world trade, particularly those affecting the trade and development of developing countries " was the basic objective of the Set in 1980.
ولقد كان الهدف الأساسي من المجموعة في عام 1980 هو ضمان " ألا تعرقل الممارسات التجارية التقييدية أو تبطل تحقيق الفوائد التي يفترض أن تنشأ من رفع الحواجز التعريفية وغير التعريفية التي تؤثر في التجارة العالمية، ولا سيما ما يؤثر منها في تجارة البلدان النامية وتنميتها " .

The United Nations Set of Multilaterally Agreed Equitable Principles and Rules for the Control of Restrictive Business Practices, dating from 1980, aims " to ensure that restrictive business practices do not impede or negate the realization of benefits that should arise from the liberalization of tariff and non-tariff barriers affecting world trade, particularly those affecting the trade and development of developing countries " .
69- تهدف مجموعة الأمم المتحدة للمبادئ والقواعد المنصفة المتفق عليها على الصعيد المتعدد الأطراف من أجل مكافحة الممارسات التجارية التقييدية، والتي يعود تاريخها إلى عام 1980، إلى " ضمان ألا تعيق الممارسات التجارية التقييدية أو تبطل تحقيق الفوائد التي قد تنشأ عن رفع الحواجز التعريفية وغير التعريفية التي تؤثر في التجارة العالمية، ولا سيما تلك المؤثرة في تجارة البلدان النامية وتنميتها " .

The move towards having competition provisions in regional agreements/treaties is grounded in the United Nations Set on Competition, " recognizing also the need to ensure that restrictive business practices do not impede or negate the realization of benefits that should arise from the liberalization of tariff and non-tariff barriers affecting international trade, particularly those affecting the trade and development of developing countries " .
ويستند التحرك نحو وضع أحكام للمنافسة في الاتفاقات/المعاهدات الإقليمية إلى مجموعة قواعد الأمم المتحدة بشأن المنافسة التي " تعترف أيضاً بالحاجة إلى كفالة أن الممارسات التجارية التقييدية لا تعرقل أو تلغي تحقيق الفوائد التي قد تنشأ عن رفع الحواجز التعريفية وغير التعريفية التي تؤثر في التجارة الدولية، ولا سيما تلك التي تؤثر في تجارة البلدان النامية وتنميتها " ().
