31. With regard to the situation in the Middle East, the international community should maintain pressure on the only State in the region which was not a party to the Treaty to agree to place its nuclear facilities under IAEA safeguards as a contribution to confidence-building and the non-proliferation regime, and to regional and world peace.

In the absence of any practical steps towards its implementation, Arab peoples questioned the utility of extending a treaty that had neither guaranteed their security nor led to Israel acceding to the Treaty as a non-nuclear-weapon State or placing its nuclear facilities under IAEA safeguards.

21. The future agreement should create a barrier to the further production of high-enriched uranium and plutonium for nuclear weapons and should make provision for appropriate monitoring, for which purpose it is proposed that the nuclear materials and facilities of countries acceding to the convention should be placed under IAEA safeguards.
٢١ - ويجب أن تضع الاتفاقية المقبلة حاجزا أمام الاستمرار في إنتاج اليورانيوم العالي اﻹغناء والبلوتونيوم اللازمين لصنع اﻷسلحة النووية، وأن تنص على الرقابة المناسبة التي يقترح من أجلها أن توضع المواد والمعدات النووية للبلدان المنضمة الى الاتفاقية تحت ضمانات الوكالة الدولية للطاقة الذرية.

The annual holding of international training courses for IAEA inspectors in the Russian Federation has become a tradition: both for novice inspectors at the Novovoronezh nuclear power plant as well as for experienced inspectors in the construction of new nuclear installations under IAEA safeguards.
٥١ - وقد باتت الدورات الدراسية الدولية التي تعقد سنويا في الاتحاد الروسي لمفتشي الوكالة الدولية للطاقة الذرية تقليدا سواء بالنسبة للمفتشين المبتدئين في محطة نوفوفورونيج النووية لتوليد الكهرباء أو للمفتشين المتمرسين في تشييد المنشآت النووية الحديثة تحت ضمانات الوكالة الدولية للطاقة الذرية.

Given the importance of the commitment of all States parties to work resolutely towards ensuring the universality of the NPT, States parties should seek to strengthen security in regions such as the Middle East, where Israel was the only State that was still not party to the NPT and had refused to place its nuclear installations under IAEA safeguards.

13. The international community viewed the nuclear capabilities of Israel and its possession of nuclear weapons with concern from early on and demonstrated this concern clearly with the adoption of Security Council resolution 487 (1981), which called upon Israel to place its nuclear facilities under IAEA safeguards.
