وفيما يتعلق بالمجال اﻷول، تجدر الاشارة الى أن الفقرة ٢١ من قرار الجمعية العامة ٩٤/٤٠١ المؤرخ في ٩١ كانون اﻷول/ديسمبر ٤٩٩١ " تحث منتجي ومستهلكي كل من السلع اﻷساسية على تكثيف جهودهم الرامية الى تعزيز التعاون والمساعدة المتبادلين " .
