4. Each State Party shall also consider establishing measures and systems to require public officials to report to appropriate authorities acts of corruption committed in the performance of public functions that come to their notice.
4- تنظر كل دولة طرف أيضا في وضع تدابير ونظم تقتضي من الموظفين العموميين إبلاغ السلطات المختصة عما يلحظونه من أفعال فساد ترتكب لدى أداء الوظائف العمومية.

This provision provides that each State party shall consider, in accordance with the fundamental principles of its domestic law, establishing measures and systems to facilitate the reporting by public officials of acts of corruption to appropriate authorities, when such acts come to their notice in the performance of their functions.
وينص هذا الحكم على أن تنظر كل دولة طرف، وفقا للمبادئ الأساسية لقانونها الداخلي، في إرساء تدابير ونظم تُيسِّر قيام الموظفين العموميين بإبلاغ السلطات المعنية عن أعمال الفساد عندما تسترعي مثل هذه الأعمال انتباههم أثناء أداء وظائفهم.

The establishment of measures and systems to facilitate reporting by public officials of acts of corruption to appropriate authorities, as encouraged under article 8 (4) of the Convention against Corruption, would contribute to increased instances of such reporting.
فإرساء تدابير ونظم تيسر قيام الموظفين العموميين بإبلاغ السلطات المعنية عن أفعال الفساد، وفق المادة 8 (4) من اتفاقية مكافحة الفساد، قد يساهم في زيادة عدد حالات الإبلاغ.

It tackles the first objective of such systems and complements the provision of article 8, paragraph 5, which requires that States parties endeavour to establish measures and systems requiring public officials to make declarations regarding, inter alia, their outside activities, employment, investments, assets and substantial gifts or benefits from which a conflict of interest may result with respect to their functions as public officials.

6- تسعى كل دولة طرف، عند الاقتضاء، وفقا للمبادئ الأساسية لقانونها الداخلي، إلى وضع تدابير ونظم تلزم المسؤولين العموميين بأن يفصحوا للسلطات الملائمة عن أشياء منها أي عمل وظيفي واستثمارات وموجودات وأي هبات أو منافع كبيرة قد تشكل تضاربا في المصالح مع مهامهم كمسؤولين عموميين.()

This is in line with article 8 (5) of the United Nations Convention against Corruption, referring to: " measures and systems requiring public officials to make declarations to appropriate authorities regarding, inter alia, their outside activities, employment, investments, assets and substantial gifts or benefits from which a conflict of interest may result " .
وهذا يتمشى مع الفقرة (5) من المادة 8 من اتفاقية الأمم المتحدة لمكافحة الفساد التي تشير إلى: " تدابير ونظم تلزم الموظفين العموميين بأن يفصحوا للسلطات المعنية عن أشياء منها ما لهم من أنشطة خارجية وعمل وظيفي واستثمارات وموجودات وهبات أو منافع كبيرة قد تفضي إلى تضارب في المصالح " .
