The Vienna Declaration includes a comprehensive definition of terrorism as any activity aiming at the destruction of human rights, fundamental freedoms and democracy, threatening the territorial integrity of States and destabilizing legitimately constituted Governments.
ويشمل إعلان فيينا وصفا شاملا لﻹرهاب باعتباره أي نشاط يرمي الى تدمير حقوق اﻹنسان والحريات اﻷساسية والديمقراطية ويعرض للخطر السلامة اﻹقليمية للدول ويزعزع استقرار الحكومات المشكلة بطريقة شرعية.

Under this resolution and under the resolution adopted by the United Nations Commission on Human Rights at its fiftieth session, terrorism implies, inter alia, activities aimed at the destruction of human rights and fundamental freedoms, whereas the State is obligated to protect these rights and freedoms.
وبموجب ذلك القرار، وبموجب قرار اتخذته لجنة اﻷمم المتحدة لحقوق اﻹنسان في دورتها الخمسين، يشمل اﻹرهــاب، في جملــة أمور، اﻷعمـــال التي تهدف الى تدمير حقوق اﻹنسان والحريات اﻷساسية - وتعتبر الدولة ملزمة بحماية هذه الحقوق والحريات.

Reiterates its unequivocal condemnation of the acts, methods and practices of terrorism as activities aimed at the destruction of human rights, fundamental freedoms and democracy, threatening the territorial integrity and security of States, destabilizing legitimately constituted Governments, undermining pluralistic civil society and having adverse consequences on the economic and social development of States;

2. This provision lies at the very core of the recent string of resolutions entitled " Human rights and terrorism " adopted by the General Assembly and the Commission on Human Rights, which unequivocally condemn terrorism not only as activities " aimed at the destruction of human rights and fundamental freedoms " but also as eliminating the environment and institutions which make possible the promotion and protection of human rights.
٢- ويكمن هذا الحكم في صلب سلسلة القرارات اﻷخيرة المعنونة " حقوق اﻹنسان واﻹرهاب " التي اتخذتها الجمعية العامة ولجنة حقوق اﻹنسان والتي تدين اﻹرهاب بلا لبس، ليس باعتباره أنشطة " ترمي إلى تدمير حقوق اﻹنسان والحريات اﻷساسية " فحسب، بل وكذلك باعتباره يقضي على البيئة والمؤسسات التي تجعل تعزيز حقوق اﻹنسان وحمايتها أمرا ممكنا.

3. Reiterates its unequivocal condemnation of the acts, methods and practices of terrorism, in all its forms and manifestations, as aimed at the destruction of human rights, fundamental freedoms and democracy, threatening the territorial integrity and security of States, destabilizing legitimately constituted Governments, undermining pluralistic civil society and having adverse consequences for the economic and social development of States;
٣ - تكرر تأكيد إدانتها القاطعة ﻷعمال اﻹرهاب وأساليبه وممارساته، بجميع أشكاله ومظاهره، بوصفها أنشطة ترمي إلى تدمير حقوق اﻹنسان والحريات اﻷساسية والديمقراطية، مهــددة بذلك السلامة اﻹقليمية للدول وأمنها، ومزعزعة استقرار الحكومات المشكﱠلة بالطرق المشروعة، ومقوضة أركان المجتمع المدني التعددي، وملحِقة نتائج ضارة بالتنمية الاقتصادية والاجتماعية للدول؛

3. Reiterates its unequivocal condemnation of the acts, methods and practices of terrorism, in all its forms and manifestations, as aimed at the destruction of human rights, fundamental freedoms and democracy, threatening the territorial integrity and security of States, destabilizing legitimately constituted Governments, undermining pluralistic civil society and having adverse consequences for the economic and social development of States;
٣ - تعيد تأكيد إدانتها القاطعة ﻷعمال اﻹرهاب وأساليبه وممارساته، بجميع أشكاله ومظاهره، بوصفها أنشطة ترمي إلى تدمير حقوق اﻹنسان والحريات اﻷساسية والديمقراطية، مهددة بذلك السلامة اﻹقليمية للدول وأمنها، ومزعزعة استقرار الحكومات المشكﱠلة بالطرق المشروعة، ومقوضة أركان المجتمع المدني التعددي، وملحِقة نتائج ضارة بالتنمية الاقتصادية والاجتماعية للدول؛

The following two new preambular paragraphs had been inserted after the new second preambular paragraph: " Taking into account that acts of terrorism in all its forms and manifestations aimed at the destruction of human rights have continued despite national and international efforts, " and " Bearing in mind that the most essential and basic human right is the right to life, " .
كما أضيفت الفقرتان الجديدتان التاليتان إلى الديباجة بعد الفقرة الجديدة الثانية من الديباجة: " وإذ تأخذ في اعتبارها أن أعمال اﻹرهاب بجميع أشكاله ومظاهره التي تهدف إلى تدمير حقوق اﻹنسان لا تزال مستمرة رغم الجهود الوطنية والدولية، " " وإذ تضع في اعتبارها أن أول حقوق اﻹنسان وأهمها هو الحق في الحياة، " .
