340. Ministerial Decision No. 96/88 concerning children in need of care guarantees that the Ministry of Social Development shall provide the necessary assistance to alternative families caring for children if their circumstances so demand. The number of families having received assistance is 180.
340- أن القرار الوزاري رقم 96/88 الخاص بالأطفال المحتاجين للرعاية قد تضمن بأن تقوم وزارة التنمية الاجتماعية بتقديم المساعدات اللازمة للأسر البديلة التي ترعى الأطفال إذا استدعت ظروفهم ذلك، وقد بلغت عدد الأسر الحاصلة على المساعدات 180 أسرة.

Foster care systems and residential institutions caring for children who become wards of the State after being orphaned or removed from parental care for their own protection are in some cases alleged to permit inhuman forms of discipline or extreme forms of neglect.
ويزعم في بعض الحالات أن نظم رعاية التبني ومؤسسات الإقامة التي ترعى الأطفال الذين يصبحون في كفالة الدولة بعد تيتمهم أو تخليصهم من الرعاية الأبوية لحمايتهم الشخصية تسمح بضروب التأديب غير الإنسانية أو ضروب شديدة من الإهمال.

(b) Provide adequate financial, technical and educational support to families caring for children with disabilities in order to prevent their institutionalization;

The project includes the development of specialized foster care for children with intellectual disabilities, promotes inclusive education and employment opportunities and carries out awareness-raising activities through public events.
والمشروع يشمل توفير كفالة متخصصة ترعى الأطفال ذوي الإعاقة الفكرية، ويشجع فرص التعليم والتوظيف الشاملين للجميع ويضطلع بإنجاز أنشطة لإذكاء الوعي بتنظيم أحداث لعامة الجمهور.

(b) Effective support to extended families which care for children of parents who have died of AIDS and for child-headed families; and
(ب) الدعم الفعال للأسر الموسعة التي ترعى الأطفال الذين قضى أبواهم بسبب الإيدز والأسر التي يعيلها أطفال؛

CSOs and international organizations should work to ensure that alternative childcare services are also available so that mothers are not in a situation in which they take children with them to the mining and quarrying sites because of the lack of specific places to take care of children while they are working.
113- وينبغي على منظمات المجتمع المدني والمنظمات الدولية أن تعمل في سبيل ضمان توافر خدمات بديلة في مجال رعاية الطفل أيضاً كي لا تكون الأمهات في وضع يصطحبن فيه الأطفال معهن إلى مواقع المناجم والمحاجر بسبب عدم وجود أماكن محددة يمكنها أن ترعى الأطفال أثناء عملهن.

(a) Small institutions caring for children in home-type settings often have a better record of caring for children;
(أ) كثيراً ما يكون سجل المؤسسات الصغيرة التي ترعى الأطفال في جو شبيه بالبيئة المنزلية سجلاً أفضل من سجل غيرها من مؤسسات رعاية الأطفال؛

(a) Most of the institutions caring for children deprived of their family environment are private, with limited funding and supervision from the State party;
(أ) إن معظم المؤسسات التي ترعى الأطفال المحرومين من بيئة أسرية هي مؤسسات لا تحظى سوى بقدر محدود من تمويل الدولة الطرف ومن إشرافها؛

264. The Committee recommends that the State party further develop legislation supporting foster care, and that the State party strengthen community services in favour of families with economic, social or other difficulties and families caring for children with disabilities and with emotional or behavioural problems, in a manner which assures greater respect for the principles of the Convention.
264- وتوصي اللجنة بأن تضع الدولة الطرف المزيد من التشريعات الداعمة لتشجيع الرعاية، وأن تعزز الدولة الطرف الخدمات المجتمعية لصالح الأسر التي تعاني من الصعوبات الاقتصادية والاجتماعية وغيرها من الصعوبات الأخرى، ولصالح الأسر التي ترعى الأطفال المعوقين أو الذين يعانون من مشاكل عاطفية أو سلوكية، بطريقة تضمن احتراماً أكبر لمبادئ الاتفاقية.

Improved assistance provided to extended families who care for children, inter alia, of parents who have died of AIDS and to child-headed households;
(أ) تحسين المساعدة المقدمة للأسر الممتدة التي ترعى الأطفال الذين توفي أبواهم من جراء الإصابة بمرض الإيدز، والأسر التي يعيلها أطفال؛

Provide psychosocial and financial support to extended families that care for children whose parents have died of AIDS;
(ب) أن تقدم الدعم النفسي والاجتماعي وكذلك المالي للأسر الموسعة التي ترعى الأطفال الذين مات أبواهم من جراء الإيدز؛

(b) Assistance to extended families who care for children of parents who have died of AIDS and for child-headed households;
(ب) تقديم المساعدة للأسر الموسعة التي ترعى الأطفال الذين توفي أبواهم نتيجة الإصابة بمرض الإيدز، والأسر التي يعيلها أطفال؛

165. Under Jordanian law, child abuse is an punishable offence. Accordingly, every person in charge of a social institution for the care of children who is aware of a case of child abuse is required to report the matter to the competent authorities so that the offender can be prosecuted, regardless of his status.
165- اعتبر المشرع الأردني الإساءة جريمة يعاقب عليها القانون، وتبعاً لذلك فإن التشريعات تلزم القائمين على المؤسسة الاجتماعية التي ترعى الأطفال التي تقع فيها حالات الإساءة بإبلاغ السلطات المعنية لتتم الملاحقة القانونية للمسيء مهما كانت صفته الاعتبارية.
