8. Governments are encouraged to support public/private sector partnerships for SME venture capital funds and investment funds ensuring a level playing field for all market participants.
8- تشجَّع الحكومات على دعم الشراكات بين القطاعين العام والخاص لتوفير رؤوس أموال المجازفة وأموال الاستثمار للمشاريع الصغيرة والمتوسطة الحجم على نحو يضمن فرصاً متساوية لجميع الأطراف المشتركة في السوق.

1. Governments are encouraged to promote investment in transport and ICT infrastructure and to ensure its coordinated development.
1- تشجَّع الحكومات على تعزيز الاستثمار في الهياكل الأساسية للنقل وتكنولوجيا المعلومات والاتصالات وعلى ضمان تطوير هذا الاستثمار تطويراً منسقاً.

5. Governments are encouraged to give consideration to adopting the existing international transport treaties that allow the use of electronic transport documents.
5- تشجَّع الحكومات على النظر في اعتماد المعاهدات القائمة في مجال النقل الدولي التي تسمح باستخدام مستندات النقل الإلكتروني.

6. Governments are encouraged to simplify administrative regulations and practices, in particular customs procedures, to facilitate electronic commerce and transport operations.
6- تشجَّع الحكومات على تبسيط الأنظمة والممارسات الإدارية، وخاصة إجراءات الجمارك، لتيسير التجارة الإلكترونية وعمليات النقل.

Governments are encouraged to consider cost-efficient ways of promoting FDI policies that are consistent with their country's overall development objectives and industrialization strategies, fully involving the private sector and reconciling foreign investors' motives with the country's priorities.
12- تشجَّع الحكومات على النظر في سبل فعالة من حيث التكلفة لتعزيز سياسات الاستثمار الأجنبي المباشر التي تتفق مع ما تصبو إليه بلدانها من أهداف إنمائية عامة واستراتيجيات تصنيعية، وتشرك القطاع الخاص إشراكاً تاماً، وتوفق بين دوافع المستثمرين الأجانب وأولويات البلد.

Governments are encouraged to consider cost-efficient ways of promoting foreign direct investment (FDI) policies that are consistent with their country's overall development objectives and industrialization strategies, fully involving the private sector and reconciling foreign investors' motives with the country's priorities.
3- تشجَّع الحكومات على النظر في انتهاج سبل فعالة من حيث التكلفة لتعزيز سياسات الاستثمار الأجنبي المباشر التي تتفق مع ما تصبو إليه بلدانها من أهداف إنمائية عامة واستراتيجيات تصنيعية، وعلى أن تشرك القطاع الخاص إشراكاً تاما، وتوفق بين دوافع المستثمرين الأجانب وأولويات البلد.

4. In adapting their legal infrastructure, Governments are encouraged to give consideration to the existing international rules and guidelines, such as the United Nations Commission on International Trade Law (UNCITRAL) Model Laws on Electronic Commerce and on Electronic Signatures.
4- تشجَّع الحكومات على أن تنظر، عند تكييف هياكلها القانونية، في القواعد والمبادئ التوجيهية الدولية القائمة، مثل القانونين النموذجيين للجنة الأمم المتحدة للقانون التجاري الدولي المتعلقين بالتجارة الإلكترونية وبالتوقيعات الإلكترونية.

(c) Governments are encouraged to ensure that law enforcement agencies receive adequate budgetary provision to fund the establishment and maintenance of effective witness protection schemes.
(ج) تشجَّع الحكومات على كفالة أن تنال أجهزة إنفاذ القوانين اعتمادات كافية في ميزانياتها لتمويل إنشاء مخططات فعّالة لحماية الشهود والحفاظ على تلك المخططات.

(a) Governments are encouraged to further strengthen their national response for the detection, investigation and seizure of the proceeds of money-laundering and to increase resources and the capacities of law enforcement agencies to undertake those tasks;
(أ) تشجَّع الحكومات على مواصلة تعزيز تدابير التصدِّي الوطنية الخاصة بها في مجال الكشف عن عائدات غسل الأموال والتحقيق بشأنها واحتجازها وعلى زيادة موارد الأجهزة المعنية بإنفاذ القانون وقدراتها على الاضطلاع بتلك المهام؛

(d) Governments are encouraged to strengthen their legal frameworks to ensure effective cooperation in their efforts to prevent the diversion of precursor chemicals from international trade.
(د) تشجَّع الحكومات على تعزيز أطرها القانونية بغية ضمان التعاون الفعَّال في جهودها الهادفة إلى منع تسريب الكيمياويات السليفة من التجارة الدولية.
