1. Mr. Falk (Special Rapporteur on the situation of human rights in the Palestinian territories occupied since 1967) noted with dismay his inability to fulfil his duties due to the non-cooperation of the Government of Israel, which, despite his repeated attempts to work out a satisfactory arrangement, persistently refused him access to the Occupied Palestinian Territory to assess the situation on the ground.

5. On 4 March 1998, the Special Committee addressed a letter to the Secretary-General seeking his intervention in an effort to secure the cooperation of the Government of Israel.

3. The members of the Mission gathered in Geneva in early December 2006 and requested the cooperation of the Government of Israel in pursuing its mandate, in particular the granting of the necessary visas for the Mission (including Secretariat staff) to enter Israel.
3- اجتمع أعضاء البعثة في جنيف في أوائل كانون الأول/ديسمبر 2006 وطلبوا تعاون حكومة إسرائيل معهم في الاضطلاع بولايتهم، وبخاصة منح التأشيرات اللازمة للبعثة (بما فيها موظفو الأمانة) لدخول إسرائيل.

2. As repeated efforts to call this situation to the attention of the Human Rights Council and the General Assembly have to date produced no positive results, the Special Rapporteur appeals on the occasion of this report for a more robust attempt to secure the cooperation of the Government of Israel.
2- وبالنظر إلى أن الجهود المتكررة التي بُذلت لتوجيه نظر مجلس حقوق الإنسان والجمعية العامة إلى هذه الحالة لم تُسفر حتى الآن عن أية نتائج إيجابية، فإن المقرر الخاص يدعو بمناسبة تقديم هذا التقرير إلى القيام بمحاولة أقوى لتأمين تعاون حكومة إسرائيل.

52. As to the Special Committee, it should be recalled that, since its establishment in 1968, that body has consistently been denied access to the territories covered by its mandate, namely, the occupied Syrian Arab Golan, the West Bank (including East Jerusalem) and the Gaza Strip, despite repeated efforts to obtain the cooperation of the Government of Israel in that regard.
٢٥ - وفيما يتعلق باللجنة الخاصة، فمن الجدير بالذكر أنه منذ إنشائها عام ١٩٦٨، منعت هذه الهيئة بصورة مستمرة من الوصول إلى اﻷراضي التي تغطيها ولايتها، وهي الجولان العربي السوري المحتل والضفة الغربية )بما في ذلك القدس الشرقية( وقطاع غزة، على الرغم من الجهود المتكررة الرامية إلى تأمين تعاون حكومة إسرائيل في هذا الصدد.
