" 19 - ترى أن الآليات الابتكارية للتمويل يمكن أن تسهم إسهاما إيجابيا في مساعدة البلدان النامية على تعبئة موارد إضافية لتمويل التنمية على أساس طوعي، وأن هذا التمويل ينبغي أن يكمل المصادر التقليدية للتمويل وألا يكون بديلا لها؛
