In its submission of ozone-depleting substance data for 2009, the Russian Federation reported the export of 70.2 metric tonnes of HCFCs to Kazakhstan, a State that had not yet ratified the Copenhagen Amendment or the Beijing Amendment to the Protocol, which impose control measures for HCFCs.
