UNHCR introduced an " Age, gender and diversity mainstreaming " strategy to promote meaningful participation of women and men, including those based in and/or originating from rural areas, into the design, implementation, monitoring and evaluation of its programmes and operations.

In its resolution 64/129, the General Assembly acknowledged the important contribution of the age, gender and diversity mainstreaming strategy in identifying, through a participatory approach, the protection risks faced by the different members of the refugee community, in particular the non-discriminatory treatment and protection of refugee women and refugee children and minority groups of refugees.

These documents were informed by an analysis of key challenges that have hindered UNHCR mainstreaming efforts, including a tendency to treat the displaced as " passive beneficiaries of aid " rather than " equal partners with rights " and the need for proactive leadership and follow-up on the findings of participatory assessment processes integral to age, gender and diversity mainstreaming.
