The Committee consequently decided to send letters to the following 12 States parties that are more than 10 years overdue in submitting their initial report under article 18 of the Convention: the Bahamas, the Central African Republic, Chad, Comoros, Dominica, Grenada, Guinea-Bissau, Haiti, Lesotho, Liberia, Papua New Guinea and Seychelles.

In addition, the Committee decided to request the four States parties that are more than 20 years overdue in submitting their initial report under article 18 of the Convention, that is, Dominica, Guinea-Bissau, Haiti and Liberia, to submit all their overdue reports as combined reports by March 2008, for consideration at its forty-third (January) session of 2009.

The present reporting guidelines include references to the provisions of the Optional Protocols and are intended for States that have submitted their initial reports under the Optional Protocols.

The note further recalled the Committee's incremental strategy to encourage States parties to fulfil their reporting obligations, noted those States parties that were more than 10 years overdue in submitting their initial reports under article 18 of the Convention and suggested steps that the Committee might wish to take in that regard.
