8- إذا بقيت دون حل مشكلة تتعلق باللغة وتكون ذات طبيعة إلزامية بموجب هذه المبادئ التوجيهية وتؤثر على الوفاء بالالتزامات بعد أن يكون الطرف المدرج في المرفق الأول قد توافرت له الفرصة لمعالجة المشكلة في غضون الأطر الزمنية المحددة بموجب إجراءات الاستعراض ذات الصلة، كان لزاماً في هذه الحالة فقط أن تدرج المشكلة في تقارير الاستعراض النهائية باعتبارها من مسائل التنفيذ .
