1. Any person or group of persons under the jurisdiction of a State Party or any non—governmental organization may submit communications to the Committee concerning a violation of the provisions of this Convention by a State Party.

14. A non-governmental organizations may provide assistance to alleged individual victims or groups of victims of human rights violations under the Convention by submitting communications to the Committee under its communications procedure on behalf of such individuals or groups of individuals.
