29. In relation to submission No. 2011/3, the Committee decided to request the State party concerned to submit observations with regard to the information received under article 8 of the Optional Protocol.

1 - إذا اقتنعت اللجنة بموثوقية المعلومات الواردة، وبأنها تفيد بانتهاك الدولة الطرف المعنية حقوق الإنسان المحددة في الاتفاقية انتهاكا جسيما منتظما، تدعو اللجنة تلك الدولة، من خلال الأمين العام، إلى تقديم ملاحظات بشأن تلك المعلومات في غضون فترة زمنية محددة.

4.4 The State party notes that the Committee's task is not to formulate a general opinion of the State party's judicial system but to make observations concerning the specific case covered by the communication.

3. Before hearing the matter on the merits, the Presiding Judge of the Pre-Trial Chamber shall ask the Prosecutor and the person whether they intend to raise objections or make observations concerning an issue related to the proper conduct of the proceedings prior to the confirmation hearing.

As a preliminary argument, the State party considers that the Committee should reject such communications at the registration stage without requesting the State party to submit observations on such unstructured communications with voluminous documents annexed thereto, in which the author does not rely on any specific right enshrined in the Convention and does not specify the scope of her complaint.
