In his progress report to the Assembly concerning the status of preparations (A/49/572), the Secretary-General indicated his intention, in preparing proposals for the observance of the Year, to take into account, inter alia, the work of the Commission for Social Development at its thirty-fourth session.

In its resolution 18/27, the Council requested the Secretary-General to make available to the Human Rights Council at its twentieth session his progress report submitted to the General Assembly pursuant to Assembly resolution 65/36, entitled " Programme of activities for the International Year for People of African Descent " .

The Secretary-General discussed the matter in detail in his progress report to the Assembly at its fiftieth session (A/50/697 and Corr.1, sect. F) and would like to take this opportunity to reaffirm the recommendations put forth in his previous report on the question. 3/ In particular, he would like to re-emphasize the following measures in regard to control and limitation of documentation:

In this connection, the Advisory Committee notes that the Secretary-General, in his progress report to the Security Council, indicates that UNMIS, in order to address the issue, is temporarily filling the gaps with additional international staff on short-term assignments, while attempting to implement a vocational training programme designed to develop a pool of suitable apprentices from among ex-combatants (S/2005/579, para. 75).

The Working Group shares the view of the Special Rapporteur on the situation of human rights in the Sudan, who stated in his interim report to the General Assembly (A/52/510) that the report does not address the question of the treatment of the detainees during detention and investigation nor does it address in a convincing manner allegations of extrajudicial and summary killings and summary executions.

Mr. Méndez (Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment) said that the findings in his interim report to the General Assembly (A/67/279) showed that despite the global trend towards abolition of capital punishment, some States continued the practice as it did not constitute a violation per se of international and domestic law.

The Special Rapporteur notes the conclusion of the Special Rapporteur on Iraq, in his interim report to the General Assembly (A/50/734, para. 61), that the amputation decrees " remain gross violations of human rights and an offence to the population as a whole and, in particular, to the individuals who must endure their cruel and unusual punishments " .
