Welcomes the ongoing initiatives undertaken by the Secretary-General following the publication of the report of the Independent Panel on the Safety and Security of United Nations Personnel in Iraq headed by Martti Ahtisaari, and requests the Secretary-General to continue his efforts in this regard as a matter of the highest priority, and to inform the General Assembly accordingly;

In this regard, the Advisory Committee was informed, upon enquiry, that some of the recommendations contained in the report of the Independent Panel on Safety and Security of United Nations Personnel and Premises Worldwide, which have been endorsed by the High-Level Committee on Management of the Chief Executives Board, would be reflected in the forthcoming report to the General Assembly.

Switzerland encourages the Secretary-General to take the measures necessary to implement within the United Nations system the recommendations contained in the report of the Independent Panel on Safety and Security of United Nations Personnel and Premises Worldwide, published in June 2008.

16. With regard to the development of the new security level system, it should be recalled that the report of the Independent Panel on Safety and Security of United Nations Personnel and Premises Worldwide had called for the replacement of the existing security phase system with a system in which country- and area-based security measures could be determined on the basis of the security risk assessment.

Lastly, the report of the Independent Panel on Accountability should be made available to Member States without delay. His delegation called on the Secretary-General to provide all relevant information and the outcomes of all requested reviews, in order to facilitate the Committee's informed discussion of the issues in question at the main part of the sixty-fourth session of the General Assembly.

The report of the Independent Panel on the Safety and Security of United Nations Personnel in Iraq, issued on 20 October 2003, following the bombing of the Canal Hotel in Baghdad on 19 August 2003, in which 22 United Nations staff were killed, identified the lack of accountability for the decisions and positions taken by United Nations managers with regard to the security of United Nations staff as a major deficiency.

Following the release of the report of the Independent Panel on Safety and Security of United Nations Personnel and Premises Worldwide in June 2008, the Secretary-General requested the High-level Committee on Management to undertake a detailed review of the recommendations contained in the Panel's report and to prepare actionable recommendations and options for a more effective United Nations system-wide security management system.

The importance of this issue was highlighted in the report of the Independent Panel on Safety and Security of United Nations Personnel and Premises Worldwide, which, as a matter of priority, called for the replacement of the existing security phase system with a system in which country- and area-based security measures are determined on the basis of the security risk assessment.
