Nuclear-weapon States should undertake not to be the first to use nuclear weapons against other States which also possessed nuclear weapons and should unconditionally undertake not to use or threaten to use nuclear weapons against non-nuclear-weapon States or nuclear-weapon-free zones.
وعلى الدول الحائزة لﻷسلحة النووية أن تلتزم بأن لا تكون السباقة في استخدام اﻷسلحة النووية ضد دول أخرى حائزة أيضا لهذا النوع من اﻷسلحة، وأن تتعهد دون قيد ولا شرط بأن لا تستخدم أو تهدد باستخدام اﻷسلحة النووية ضد الدول التي لا تحوزها، أو ضد المناطق المجردة من اﻷسلحة النووية.

(a) All nuclear countries, and particularly the Soviet Union and the United States of America, must commit themselves not to be the first to use nuclear weapons under any circumstances.

وتتحمل الدول الحائزة للأسلحة النووية التي تملك أكبر الترسانات النووية مسؤولية خاصة عن نزع السلاح النووي وينبغي أن تكون السباقة في خفض ترساناتها النووية بدرجة كبيرة وبطريقة ملزمة قانونا.

5. The States Parties welcome the declaration of the nuclear-weapon States that none of their nuclear weapons are targeted at any State, and urge all the nuclear-weapon States to renounce the nuclear deterrence policy characterized by " the first use of nuclear weapons " , to commit themselves unconditionally not to be the first to use nuclear weapons and to conclude an international legal instrument to this effect.

The international community, particularly the European Union, the Commonwealth Secretariat and the Organization of African Unity, among other bodies, should also take the lead in this endeavour.

وتتحمل الدول الحائزة لأضخم الترسانات النووية مسؤولية خاصة إزاء نزع السلاح النووي، وينبغي لها أن تكون السباقة إلى تخفيض ترساناتها النووية تخفيضا جذريا لا رجعة فيه وبصورة يمكن التحقق منها ومُلزِمة قانوناً، بما يهيئ ظروف إنهاء نزع السلاح النووي على نحو شامل وتام.
