This chapter is without prejudice to the right of any State or international organization, entitled under article 48, paragraphs 1 to 3, to invoke the responsibility of an international organization, to take lawful measures against the latter international organization to ensure cessation of the breach and reparation in the interest of the injured party or of the beneficiaries of the obligation breached.

A State or an international organization may not invoke the fact that a reservation has been withdrawn in violation of a provision of the internal law of that State or the rules of that organization regarding competence and the procedure for the withdrawal of reservations as invalidating the withdrawal.
ولا يجوز أن تحتج الدولة أو المنظمة الدولية، كسبب لإبطال سحب التحفظ، بأن سحب التحفظ قد تم انتهاكاً لحكم من أحكام القانون الداخلي لتلك الدولة أو قاعدة من قواعد تلك المنظمة الدولية فيما يتعلق باختصاص وإجراءات سحب التحفظات.

2. In cases where an international organization referred to in Annex IX, article 1, of the Convention has competence over all the matters governed by this Agreement, the following provisions shall apply to participation by such international organization in this Agreement:
٢ - في الحالات التي تكون فيها لمنظمة دولية مشار إليها في المادة ١ من المرفق التاسع للاتفاقية اختصاصات فيما يتعلق بجميع المسائل التي ينظمها هذا الاتفاق، تنطبق اﻷحكام التالية على اشتراك تلك المنظمة الدولية في هذا الاتفاق:

(b) participation of such an international organization shall in no case confer any rights under this Agreement on member States of the international organization;
