32. Ms. García López (Honduras) said that Territories that did not exercise their right to self-determination held up the decolonization process, which should be completed through constant dialogue among the administering Powers, the Special Committee on decolonization and the peoples themselves.

(4) The implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples contained in General Assembly resolution 1514 (XV) of 14 December 1960 is not yet complete as long as there remain Non-Self-Governing Territories that still have to exercise their right to self-determination.
(4) سيظل تنفيذ إعلان منح الاستقلال للبلدان والشعوب المستعمرة الوارد في قــرار الجمعية العامة 1514 (د - 15) المؤرخ 14 كانون الأول/ديسمبر 1960 ناقصا ما دامت هناك أقاليم غير متمتعة بالحكم الذاتي من حقها أن تمارس حقها في تقرير المصير.

37. He commended the administering Powers for facilitating the process of decolonization and called on them to continue to work with the Special Committee until those among the remaining 17 Non-Self-Governing Territories that so desired were afforded every opportunity and the necessary assistance to exercise their right to self-determination freely in order to obtain full independence or any other change in their status.
٣٧ - واستطرد المتحدث فأشاد بالدول القائمة باﻹدارة لمساعدتها في عملية إنهاء الاستعمار، ودعاها إلى مواصلة التعاون مع اللجنة الخاصة إلى أن تتاح لﻷقاليم الراغبة من بين بقية اﻷقاليم غير المتمتعة بالحكم الذاتي البالغ عددها ١٧ جميع الفرص والمساعدة اللازمة لها لكي تمارس حقها في تقرير المصير بحرية بهدف نيل الاستقلال الكامل أو إحداث أي تغيير آخر في مركزها.

My delegation, in reaffirming the validity of resolution 1514 (XV) and in supporting draft resolution A/49/L.51, feels that the efforts and the political will of the administering Powers are important, as is also the involvement of other interested countries, in establishing the necessary conditions so that the peoples of the Non-Self-Governing Territories can exercise their right to self-determination and independence.
ووفد بلدي، إذ يؤكد من جديــد صلاحية القرار ١٥١٤ )د - ١٥(، وإذ يؤيد مشروع القرار A/49/L.51، يشعر بأن الجهود التي تبذلها الدول القائمة باﻹدارة وإرادتها السياسية تتصفان باﻷهمية، وشأنها في ذلك شأن قيام بلدان مهتمة أخرى بتهيئة الظروف الضرورية كي يتسنى لشعوب اﻷقاليم غير المتمتعة بالحكم الذاتي أن تمارس حقها في تقرير المصير والاستقلال.
