275. In accordance with article 2 of the Convention, the Committee recommends that the State party carefully and regularly evaluate existing disparities in the enjoyment by children of their rights and undertake on the basis of that evaluation the necessary steps to prevent and combat discriminatory disparities.
275- وتوصي اللجنة، عملاً بالمادة 2 من الاتفاقية، بأن تقوم الدولة الطرف، بعناية وبصورة منتظمة، بتقييم أوجه التفاوت القائمة في تمتع الأطفال بحقوقهم وأن تتخذ، على أساس هذا التقييم، التدابير الضرورية للقضاء على أوجه التفاوت القائمة على أساس التمييز ومكافحتها.

(c) Carefully and regularly evaluate existing disparities in the enjoyment by children of their rights and undertake, on the basis of this evaluation, the necessary steps to prevent and eliminate discrimination through proactive measures;

In the light of article 2 and other related articles of the Convention, the Committee recommends that the State party carefully and regularly evaluate existing disparities in the enjoyment by children of their rights and on the basis of that evaluation undertake the necessary steps to prevent and combat discriminatory disparities against children belonging to vulnerable groups.
494- في ضوء المادة 2 وغيرها من المواد ذات الصلة من الاتفاقية، توصي اللجنة الدولة الطرف بأن تجري تقييماً دقيقاً ومنتظماً لأوجه التفاوت القائمة فيما يخص تمتع الأطفال بحقوقهم وأن تستند إلى هذا التقييم في اتخاذ الخطوات الضرورية لمنع ومكافحة أوجه التفاوت التمييزية ضد أطفال الجماعات الضعيفة.

The national action plan sets out policies, programmes and activities to be undertaken by the State and civil society, in line with their responsibilities, to guarantee the enjoyment of children's rights by achieving dignified and just conditions.
إن خطة العمل الوطنية تنص على أولويات وبرامج وأنشطة تضطلع بها الدولة والمجتمع المدني، بحسب مسؤولياتهما، لكفالة تمتع الأطفال بحقوقهم من خلال تهيئة ظروف كريمة عادلة.

However, the Committee remains concerned at the absence of a central data collection system covering all areas of the Convention and about the limited data available on the enjoyment of children's rights, notably disaggregated statistics on child protection, children in street situations, children in situations of exploitation, and children in rural areas, internally displaced children and refugees.
إلا أن القلق يساور اللجنة بسبب انعدام نظام مركزي لجمع بيانات يغطّي جميع المجالات المطروحة في الاتفاقية وإزاء قلة البيانات المتوافرة حول تمتع الأطفال بحقوقهم ولا سيما إحصاءات مصنفة حول حماية الطفل وأطفال الشوارع والأطفال المستغلّين وأطفال الأرياف والأطفال المشردين داخلياً واللاجئين.

41. The issue of birth registration is considered one of the main challenges for the enjoyment of rights by children in Yemen such as the right to fair trial and protection from death penalty.
41- وتُعتبر مسألة تسجيل الولادات من أهم التحديات أمام تمتع الأطفال بحقوقهم في اليمن من قبيل الحق في محاكمة عادلة وفي الحماية من عقوبة الإعدام.

218. The Committee notes that poverty and socioeconomic and regional disparities within the State party are still affecting the most vulnerable groups, including children, and hamper the enjoyment of the rights of the child.
218- تلاحظ اللجنة أن الفقر وأوجه التفاوت الاجتماعي - الاقتصادي والإقليمي داخل الدولة الطرف لا تزال تؤثر على أشد الجماعات ضعفاً، ومن ضمنها الأطفال، وتعوق تمتع الأطفال بحقوقهم.
