٢- ينبغي بصفة عامة أن تعتمد حماية تراث الشعوب اﻷصلية، كيما تكون حماية فعالة، على مبدأ تقرير المصير، الذي يتضمن أن يكون من حق الشعوب اﻷصلية ومن واجبها تنمية نظم ثقافاتها ومعارفها الذاتية، وأشكال تنظيمها الاجتماعي.
