On the same date, the Council adopted a presidential statement confirming that the International Criminal Tribunal for Rwanda had the authority to fund the renovation and refurbishment of prison facilities in States that had concluded agreements with the United Nations for the carrying out of prison sentences of the Tribunal (S/PRST/2003/18).
وفي التاريخ نفسه، اعتمد المجلس بيانا رئاسيا أكد فيه أن المحكمة الجنائية الدولية لرواندا لها صلاحية تمويل تجديد وإصلاح مرافق السجن في الدول التي أبرمت اتفاقات مع الأمم المتحدة بشأن تنفيذ أحكام السجن التي تصدرها المحكمة (S/PRST/2003/18).

111. General Directorate of Prisons (GDP) is the responsible authority for controlling the execution of prison sentences according to the international standards and legal framework.

As a result of that request, a note was sent out by the Secretary-General on 4 October 1994 inviting all States Members of the United Nations (and Switzerland) to indicate whether they would be prepared to carry out the enforcement of prison sentences pursuant to article 27 of the statute of the Tribunal.
