The Committee, as required in its terms of reference, reviewed the status of implementation of the Performance Appraisal System throughout the Secretariat and examined policy issues involved in the process.

The implementation of the Performance Appraisal System is designed to be supportive of that effort, as are efforts to improve people management skills and to manage staff assignments and mobility, as noted in paragraph 99 of the JIU report.

The consistency of PAS implementation is one of the performance indicators in the programme management plan between the Secretary-General and department heads and as such provides an effective mechanism of accountability in this area.
