11. Ultimately, the key to sustainable alternative livelihood development is community ownership, where capacities and economic activities have been developed to such an extent that the communities can become owners in their ventures rather than only serving as contract farmers or employees.

4- إنّ القضاء على المحاصيل غير المشروعة لا ينبغي أن يكون الهدف المباشر الوحيد عند تطبيق مفهوم تنمية مصادر الرزق البديلة والمستدامة في سياق مكافحة المخدرات؛ فثمة حاجة إلى الأخذ تدريجيا بمصادر رزق بديلة ومستدامة في سياق التنمية الريفية الأوسع نطاقا لمواجهة السبب الجذري لزراعة المحاصيل غير المشروعة - أي الفقر - دون الحد بصرامة من مصدر البقاء الوحيد المتاح للأشخاص المعنيين.
