وعليها أن تعلم الدول الأطراف الأخرى المشار إليها في الفقرة 1 من المادة 9 بالتدابير التي اتخذتها بموجب أحكام الفقرة 1 من المادة الحالية، ولا سيما الاحتجاز والظروف التي تبرره، وبنتائج تحقيقها الأولي أو التحقيقات العادية، مبينة لها ما إذا كانت تنوي ممارسة اختصاصها.

Regarding the application of that article, the European Community and its member States expressed their understanding that, when a flag State declares that it intends to exercise its authority over a fishing vessel flying its flag, the authorities of the inspecting State shall not purport to exercise any further authority under the provisions of article 21 over such a vessel.

Thus, according to article 18 of the said Act, a wife who is a foreign national automatically acquires Beninese nationality in the same way as a male alien marrying a woman who is a Beninese national, unless that woman intends to exercise her right to renounce her nationality as provided in articles 19 ff of the Nationality Code which govern the exercise of that right, recognized for both women and men.
