UNODC, in preparation for the fifty-fourth session of the Commission on Narcotic Drugs, prepared a conference room paper on the adequate availability of narcotic drugs and psychotropic substances for medical and scientific purposes (E/CN.7/2011/CRP.3).
4- وفي سياق التحضير للدورة الرابعة والخمسين للجنة المخدِّرات، أعدَّ المكتب المعني بالمخدرات والجريمة ورقة غرفة اجتماعات بشأن توافر العقاقير المخدِّرة والمؤثرات العقلية بكميات كافية للأغراض الطبية والعلمية (E/CN.7/2011/CRP.3).

(a) The Single Convention on Narcotic Drugs of 1961 as amended by the 1972 Protocol, in which it is recognized that the medical use of narcotic drugs continues to be indispensable for the relief of pain and suffering and that adequate provision must be made to ensure the availability of narcotic drugs for such purposes, while at the same time limiting such use exclusively to scientific and medicinal purposes;
(أ) الاتفاقية الوحيدة للمخدِّرات لسنة ١٩٦١ بصيغتها المعدّلة ببروتوكول سنة 1972،() التي أُقرَّ فيها باستمرار ضرورة الاستعمال الطبي للعقاقير المخدِّرة من أجل تخفيف الآلام والمعاناة، وبوجوب اتخاذ التدابير الكافية لضمان توافر العقاقير المخدِّرة لهذه الأغراض، مع القيام في الوقت نفسه بقصر استخدامها على الأغراض العلمية والطبية؛
