Right after the United Nations Convention on the Law of the Sea was adopted, Viet Nam was among the 107 States that signed the Convention on 30 April 1982.
وبعد اعتماد اتفاقية قانون البحار مباشرة، كانت فييت نام بين 107 دول توقّع على الاتفاقية في 30 نيسان/أبريل 1982.

Rule 15 of the rules of procedure provides that any other State or regional economic integration organization that has not signed the Convention in accordance with its article 36, paragraphs 1 and 2, may apply to the bureau for observer status, which shall be accorded unless otherwise decided by the Conference.
وتنص المادة 15 من النظام الداخلي على أنه يجوز لأي دولة أو منظمة تكامل اقتصادي إقليمية أخرى لم توقّع على الاتفاقية وفقا للفقرتين 1 و2 من مادتها 36 أن تقدم طلبا إلى المكتب للحصول على صفة مراقب، وعلى أن تُمنح تلك الصفة ما لم يقرر المؤتمر خلاف ذلك.

Rule 15 of the rules of procedure provides that any other State or regional economic integration organization that has not signed the Convention in accordance with its article 36, paragraphs 1 and 2, may apply to the bureau for observer status, which shall be accorded unless otherwise decided by the Conference.
وتنص المادة 15 من النظام الداخلي على أنه يجوز لأي دولة أو منظمة تكامل اقتصادي أخرى لم توقّع على الاتفاقية وفقا للفقرتين 1 و2 من المادة 36 من الاتفاقية، أن تقدّم إلى المكتب طلبا للحصول على صفة مراقب، وتُمنح تلك الصفة ما لم يقرّر المؤتمر خلاف ذلك.

وينص مشروع النظام الداخلي أيضا على أنه يجوز لأي دولة أو منظمة تكامل اقتصادي أخرى لم توقّع على الاتفاقية وفقا للفقرتين 1 و2 من المادة 36 من الاتفاقية أن تقدّم إلى المكتب طلبا للحصول على صفة مراقب، وتُمنح تلك الصفة ما لم يقرّر المؤتمر خلاف ذلك.

وتنصّ المادة 15 من النظام الداخلي على أنه يجوز لأيِّ دولة أو منظمة تكامل اقتصادي إقليمية لم توقّع على الاتفاقية وفقا للفقرتين 1 و2 من المادة 67 من هذه الاتفاقية أن تقدّم إلى المكتب طلبا للحصول على صفة مراقب، التي تمنح لها ما لم يقرّر المؤتمر خلاف ذلك.

2. States that have not signed the Convention and the protocols thereto should do so as soon as possible, and States that have signed those legal instruments should make every effort to ratify them as soon as possible.
2- ينبغي للدول التي لم توقّع على الاتفاقية والبروتوكولات الملحقة بها أن تبادر الى القيام بذلك في أقرب وقت ممكن، أما الدول التي وقّعت على تلك الصكوك القانونية فينبغي أن تبذل قصارى جهدها للتصديق عليها في أقرب وقت ممكن.

2. States that have not signed the Convention and the protocols thereto should do so as soon as possible, and States that have signed those legal instruments should make every effort to ratify them as soon as possible.
2 - ينبغي للدول التي لم توقّع على الاتفاقية والبروتوكولات الملحقة بها أن تبادر الى القيام بذلك في أقرب وقت ممكن، أما الدول التي وقّعت على تلك الصكوك القانونية فينبغي أن تبذل قصارى جهدها للتصديق عليها في أقرب وقت ممكن.

1- يجوز لأي دولة أو منظمة تكامل اقتصادي اقليمية أخرى لم توقّع على الاتفاقية وفقا للفقرتين 1 و2 من المادة 67 من الاتفاقية أن تقدّم إلى المكتب طلبا للحصول على صفة مراقب، وتمنح تلك الصفة ما لم يقرّر المؤتمر خلاف ذلك.

(c) The 2nd Session of the African Union Conference of Ministers responsible for Maritime Transport (Durban, South Africa, 12-16 October 2009), where interest was shown in particular by Government officials from States that have not yet signed the Convention, nor participated in the negotiations, including Burundi, Somalia and Cape Verde;
(ج) الدورة الثانية لمؤتمر وزراء الاتحاد الأفريقي المسؤولين عن النقل البحري (ديربان، جنوب أفريقيا، 12-16 تشرين الأول/أكتوبر 2009)، حيث أبدى اهتماماً خاصاً بهذا الشأن مسؤولون حكوميون من دول لم توقّع على الاتفاقية بعدُ ولم تشارك في التفاوض بشأنها، منها بوروندي والرأس الأخضر والصومال؛

In its operative paragraph 1, draft resolution A/C.1/59/L.17 notes with satisfaction the increase in the number of States parties to the Convention and reaffirms the call upon all signatory States that have not yet ratified it to do so without delay, and calls upon those States that have not signed the Convention to become parties thereto at an early date, thus contributing to the achievement of universal adherence to the Convention.
وفي الفقرة 1 من المنطوق، يلاحظ مشروع القرار A/C.1/59/L.17 مع الارتياح الزيادة في عدد الدول الأطراف في الاتفاقية ويؤكد مجددا الطلب إلى جميع الدول الموقِّعة التي لم تصدِّق بعد عليها أن تفعل ذلك دون تأخير، ويهيب بالدول التي لم توقّع على الاتفاقية أن تصبح أطرافا فيها في موعد مبكِّر، فتسهم بذلك في تحقيق الانضمام إلى الاتفاقية على نطاق عالمي.
