B. Tribute to the memory of Mr. Doudou Thiam
باء - تخليد ذكرى دودو تيام

The Commission decided to dedicate its 2598th meeting to the commemoration of Mr. Doudou Thiam who had also served as Special Rapporteur on the topic “Draft Code of Crimes against the Peace and Security of Mankind”.
وقررت اللجنة تكريس جلستها 2598 لإحياء ذكرى السيد دودو تيام الذي كان أيضا مقررا خاصا لموضوع " مشروع مدونة الجرائم المخلة بسلم الإنسانية وأمنها " .

3. Ms. Diop (Senegal) said that her delegation was deeply moved by the minute of silence observed by the Committee in honour of Mr. Doudou Thiam. The Chairman of the International Law Commission had described Mr. Thiam as its dean and memory.

Mr. Thiam (Guinea) said that the restructuring effort under way within the United Nations must reconcile the need for a more balanced composition with the concern for greater efficiency in United Nations bodies.

Thiam presented his report on his mission to attend the African Commission on Human and People's Rights from 10 to 13 September 1997 (E/CN.4/AC.45/1997/WP.1). The document was extensively discussed and well received.

At its 2612th meeting, on 1 May 2000, the Commission elected Mr. Kamil E. Idris (Sudan) and Mr. Djamchid Momtaz (Islamic Republic of Iran) to fill the two casual vacancies caused by the demise of Mr. Doudou Thiam and the election of Mr. Awn Al-Khasawneh to the International Court of Justice.

55. Mr. Thiam (Senegal), while welcoming the establishment of the Court and the election of its members, as well as the rise in the number of States Parties which testified to growing interest in the Court, remarked that the introduction of a regime of international rule of law would, in the long run, depend on the will of States Parties to incorporate the standards set forth in the Rome Statute in their domestic legislations.
55 - السيد تيام (السنغال): رحّب بإنشاء المحكمة الجنائية الدولية وبانتخاب أعضائها، فضلا عن زيادة عدد الدول الأطراف فيها، وهو ما يبرهن على الاهتمام المتزايد بالمحكمة، مشددا على أن إقامة نظام قانوني دولي يتوقف إلى حين على إرادة الدول الأطراف بتجسيد المعايير الواردة في نظام روما الأساسي في تشريعاتها الوطنية.
