The Human Rights Committee, for example, while noting that the International Covenant on Civil and Political Rights does not explicitly require States parties to incorporate the Covenant, also expressed the view " that Covenant guarantees may receive enhanced protection in those States where the Covenant is automatically or through specific incorporation part of the domestic legal order " and invited States parties to proceed to incorporation.
وفي حين تشير اللجنة المعنية بحقوق الإنسان، على سبيل المثال، إلى أن العهد الدولي الخاص بالحقوق المدنية والسياسية لا يطلب من الدول الأطراف صراحة إدماج العهد، فإنها ذهبت إلى " أن الضمانات التي يشملها العهد قد تحصل على حماية معززة في تلك الدول التي يشكل فيها العهد تلقائياً، أو من خلال إدماجه المحدد، جزءاً من النظام القانوني المحلي " ودعت الدول الأطراف إلى مباشرة الإدماج().

The Committee welcomes the fact that, pursuant to article 151 of the Constitution, international instruments, including the International Convention on the Elimination of All Forms of Racial Discrimination, form part of the domestic legal system and can be invoked directly before the courts.
282- وترحب اللجنة بكون الصكوك الدولية، بما فيها الاتفاقية الدولية للقضاء على جميع أشكال التمييز العنصري، تشكل بمقتضى المادة 51 من الدستور جزءاً من النظام القانوني المحلي ويمكن الاحتجاج بها مباشرة أمام المحاكم.
