The articles of this section apply when part or parts of the territory of a State separate from that State and form one or more successor States while the predecessor State continues to exist.
تنطبق مواد هذا الفرع عندما ينفصل جزء أو أجزاء من إقليم دولة عن تلك الدولة وتتشكل من ذلك دولة أو أكثر من الدول الخلف بينما تستمر الدولة السلف في الوجود.

The omission of that provision is a consequence of the fact that, in the case of separation of part or parts of the territory, the predecessor State does not cease to exist.
وما إغفال ذلك الحكم إلا نتيجة لكون الدولة السلف لا تزول في حالة انفصال جزء أو أجزاء من إقليمها.

The situation becomes more complex when there is the dissolution of a State or the separation of part or parts of its territory.

The Commission identified the following types of succession in practice: transfer of part of the territory; unification of States; dissolution of a State; separation of part or parts of the territory.
حددت اللجنة اﻷنواع التالية للخلافة من حيث الممارسة: نقل جزء من اﻹقليم؛ وتوحيد الدول؛ وانحلال دولة من الدول؛ وانفصال جزء أو أجزاء من اﻹقليم.

This is obvious at first glance, given that the transfer of part of the territory of a State is governed by just one article, article 20, whereas three articles, articles 24, 25 and 26, apply to the separation of part or parts of the territory of a State.

3. A coastal State may make a submission for a portion of its continental shelf in order not to prejudice questions relating to the delimitation of boundaries between States in any other portion or portions of the continental shelf for which a submission may be made later, notwithstanding the provisions regarding the ten-year period established by article 4 of Annex II to the Convention.
٣ - للدولة الساحلية أن تقدم طلبا بشأن جزء من جرفها القاري بغية تجنب المساس بالمسائل المتصلة بتعيين الحدود بين الدول في أي جزء أو أجزاء أخرى من الجرف القاري التي يمكن أن يقدم طلب بشأنها في وقت لاحق، بصرف النظر عن اﻷحكام المتعلقة بفترة السنوات العشر المحددة في المادة ٤ من المرفق الثاني من الاتفاقية.

3.
